Background:

  • Assessing large-scale enterprise occupational health management systems (OHMS) requires robust evaluation criteria.
  • Existing methods may not adequately capture the comprehensive nature of OHMS.

Purpose of the Study:

  • To develop and validate a set of evaluation criteria for assessing the effectiveness of an enterprise's occupational health management system (OHMS).

Main Methods:

  • A literature review identified initial evaluation criteria.
  • A two-round Delphi survey involving 20 experts in occupational medicine and industrial hygiene was conducted.
  • Content validity ratio (CVR) was used to refine criteria, with items below 0.42 rejected.

Main Results:

  • The initial survey proposed 36 criteria across 5 areas (Plan-Do-Check-Act, occupational health services).
  • Post-revision and a second Delphi round, 28 criteria in four domains were finalized based on CVR and expert feedback.
  • 10 items showed excellent content validity (≥0.7), and 25 demonstrated good validity (>0.474).

Conclusions:

  • A validated set of 28 evaluation criteria for OHMS was developed.
  • This tool enables continuous monitoring and improvement of OHMS by focusing on system processes.
  • It empowers health management directors to proactively enhance workplace health and safety performance.
