To address the need for real-time modulation of electromagnetic (EM) and infrared characteristics in dynamic environments, this study proposes and fabricates a multispectral scene feature intelligent construction material based on multilevel row-column separable flexible metamaterials. By integration of independently tunable infrared and EM metamaterials, the material realizes the decoupling control over broadband infrared radiation and radar scattering properties. The characteristics of EM scattering and infrared radiation under different applied voltages and row-column conductive states are systematically analyzed. Experimental results confirm that the proposed material achieves an EM scattering modulation depth of 8.16 dB in the 2-8 GHz frequency band, with a response time of ≤30 ms, ensuring real-time adaptability. In the 8-14 μm infrared spectrum, when the background temperature is 9 °C, the infrared radiation modulation range reaches 31 °C within a response time of 1 min. Furthermore, by precise control of the row-column conduction states and assembly of multiple material modules, complex EM and infrared patterns can be dynamically designed and reconfigured in real time. The flexible manufacturing method of hierarchical metamaterials lays the foundation for large-area applications. This work provides an effective approach for adaptive scene feature construction, offering significant potential for applications in target signature engineering, environmental camouflage, and next-generation stealth technology.
