  • Organizational factors (HR, authority, roles, consensus, collaboration, information, coordination) influenced decisions at each stage.

Conclusions:

  • The developed model illustrates the dynamic and multidimensional nature of organizational decision-making for HPM Certification.
  • Conventional frameworks may not fully capture the complexities of this process.
  • Further research should expand industry and company-size scope, include quantitative data, and conduct international comparisons.
