Abstract:
The number of Latinos in the child welfare system has increased over the past 2 decades. There is a lack of knowledge exploring the relative risk of rereport and foster care entry for Latino families. This study examines whether the risk of rereport and foster care entry varies based on race, ethnicity, nativity, and legal status among families involved with child protective services, with a specific focus on Latino families. Data for this study came from the National Survey of Child and Adolescent Well-Being-II. Logistic regression analysis was used to investigate the potential association between race, ethnicity, nativity, and legal immigration status with the rereport and foster care entry outcomes. The risk of Latino children being rereported and entering foster care varies based on their caregiver's nativity and legal status and differs from the risk for White and Black children. Children of U.S.-born Latino caregivers had higher rates of rereporting than other groups, while children of foreign-born Latino caregivers had higher rates of foster care placement. Children of undocumented Latino caregivers had lower rates of both rereporting and foster care placement compared with other groups. Our findings emphasize the importance of considering intersectional identities and privilege when evaluating the risk of rereporting and foster care entry across various racial and ethnic groups.
