Formalizing Obligations for Data Exchange Specifications Like FHIR and HL7 v2
1IT Consulting in Healthcare, Mülheim, Germany.
Introduction:
Data exchange specifications must provide a clear set of requirements describing in which way applications must support each data element. Simple tags ("mandatory") and requirements hidden in text are not sufficient due to vague and individual interpretations. A formal approach is necessary to express behavioral expectations as well. This paper presents a proposal how such a formal representation may look like and what difficulties must be solved.
Methods:
A thorough analysis of requirements with regard to data representation and profiling revealed an alternative structure to formally represent obligations.
Results:
This investigation led to a new ontology that is high-level presented within this paper.
Conclusion/Discussion:
It has to be discussed whether and how the different axes of this approach can be established in praxis.
