A Regional Data Space for Urgent and Emergency Care in Germany

Abstract:
Fragmented documentation across emergency medical services, emergency departments, and outpatient care hinders the analysis of patient pathways. This work presents a data space that enables the creation of process-mining-ready event logs from heterogeneous routine data used within the TRANSPARENT study to analyze patient pathways in Germany. Using a Design Science Research approach, the data space was developed to link primary care, prehospital, and emergency department data from the national AKTIN infrastructure through local pseudonymization, a trusted third party for record linkage, and a trusted research environment. Governance follows national and European privacy regulations. The infrastructure represents the first framework of its kind in Germany for accessing comprehensive, cross-sectoral data from urgent and emergency care.
