This study presents a synergistic strategy for highly selective and intelligent nitrite detection. A self-supporting CoNiOOH/CC sensing electrode, enriched with Co3+/Ni3+ high-valent sites and oxygen vacancies, was fabricated via in situ electrochemical oxidation of CoNi-LDH. The optimized electrode exhibits excellent performance at -0.15 V (vs. Hg/HgO): sensitivity of 4130 μA·mM-1·cm-2, detection limit of 0.094 μM, linear range of 10-1000 μM, and outstanding selectivity and stability. DFT calculations reveal that CoNi electronic coupling optimizes the d-band center and modulates intermediate adsorption, enhancing intrinsic catalytic activity. An Inception-Time-Moment deep learning model integrating multi-scale temporal features with statistical moments enables end-to-end concentration prediction from raw LSV signals, achieving an R2 of 0.9989-significantly outperforming conventional methods. This work demonstrates the synergistic optimization of electrocatalytic materials and intelligent algorithms for advanced low-potential sensing platforms.
