Background:

Community-based psychiatric rehabilitation requires a qualified workforce.
China lacks a specific competency framework for this field.
Developing such a framework is crucial for training and service quality.

Purpose of the Study:

To develop a core competency framework for community-based psychiatric rehabilitation practitioners in China.
To ensure the framework is contextually grounded and culturally adapted.
To guide training, assessment, and service quality.

Main Methods:

A three-phase process including literature review, framework drafting, and a two-round Delphi survey.
Involved 29 multidisciplinary Chinese experts.
Consensus on indicators was achieved and assessed using standard metrics.

Main Results:

The final framework, AEPLKS, comprises 54 secondary indicators under 6 primary indicators: attitudes, beliefs, and values; ethical principles; professionalism; learning and development; basic knowledge; and basic skills.
Strong expert consensus was achieved, with low coefficients of variation (0.00-0.20).
The framework integrates international standards with Chinese cultural context.

Conclusions:

The AEPLKS framework provides a culturally adapted standard for psychiatric rehabilitation practice in China.
It can serve as a model for low- and middle-income countries facing similar workforce challenges.
Further empirical validation is needed for its use in formal assessment and certification.
