An intelligent evaluation framework for cultural communication strategies based on the T Spherical Fuzzy CURLI MCDM

Abstract:
Cultural communication is a vital factor in promoting diversity, interculturality, and collaboration in global societies. But communication strategies are difficult to assess because of the multiple, conflicting criteria involved and the uncertainty of expert opinions. Motivated by the need for a robust decision-making framework capable of handling uncertainty and complex expert evaluations, this study developed the new T-Spherical Fuzzy Collaborative Unbiased Rank List Integration (TSF-CURLI) multicriteria decision-making (MCDM) model to address this issue by combining the capability to handle the uncertainty of T-spherical fuzzy sets (TSFS) and the objective dominance ranking of the CURLI method. The novelty of the proposed framework lies in integrating TSFS with the CURLI ranking mechanism to provide more flexible, reliable, and discriminative decision support under uncertain cultural communication environments. This framework integrates experts' evaluations of seven criteria-namely cultural inclusiveness, audience engagement, flexibility, technology integration, clarity, intercultural efficacy, and cost-to rank fifteen strategies. The findings suggest that collaborative networks, multilingual websites, and online cultural exchange are the most effective strategies. Sensitivity analysis performed for demonstrated stable ranking behavior, confirming the robustness of the proposed approach. Furthermore, the Spearman correlation analysis showed moderate positive correlation with TSF-CoCoSo, while exhibiting distinct ranking behavior compared to other TSF-MCDM methods. The results are validated through a sensitivity analysis, and the proposed TSF-CURLI method outperforms other TSF-MCDM methods by providing reliable and discriminating results. The approach presented in this paper offers a useful and smart decision tool for policymakers and managers working in uncertain and complex cultural settings.
