This paper investigates the predefined-time synchronization (PTSy) of time-varying delayed memristor-based competitive neural networks (TDMCNNs). Two novel and efficient control strategies are proposed to achieve synchronization within a user-specified predefined time. In both controllers, the proposed designs allow for the predefined time to be flexibly selected, remaining independent of the initial states (InSts) and system parameters. Subsequently, two numerical examples are provided to validate the theoretical findings and demonstrate the effectiveness of the proposed synchronization schemes. Finally, the developed framework of TDMCNNs and PTSy is applied to image encryption(IEn) and image decryption(IDe). Numerical simulations confirm the correctness of the theoretical results and the security of the encryption system.
