Formula Redemption Patterns Among WIC Participants During the 2022 Formula Shortage

Objective:
To investigate formula redemption patterns for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) participants during the 2022 formula shortage compared with a control period.
Design:
Repeat cross-sectional descriptive analysis.
Setting:
The WIC formula issuance and redemption data.
Participants:
A total of 17,435 households participated in Oregon WIC between January and July 2022 (shortage) and 16,766 households between January and July 2021 (control).
Variables Measured:
Variables included household sociodemographics, number of formula items redeemed, number of stores, distance traveled to stores, households with travel outside home zip code, and percentage of formula quantity redeemed.
Analysis:
Chi-square tests of independence and 2-sample t tests were used to compare outcomes.
Results:
In the shortage period, there were increases in the mean number of products purchased, the mean number of stores, the mean distance traveled, and the proportion of shopping outside of the home zip code. There was no consistent evidence that sociodemographic groups differed.
Conclusions And Implications:
Households in Oregon demonstrated altered shopping behaviors and reduced redemption levels during the formula shortage.
