Research on industrial carbon quota allocation and optimization in Tianjin based on the ZSG-DEA

Abstract:
Since the reform and opening up, China has become the world's second largest economy and the world's largest carbon emitter. The carbon emissions from industrial development are much higher than those of other industries. Scientific allocation of industrial carbon quotas is of great significance to industrial development and structural optimization. Taking Tianjin as an example, this paper discusses the optimization of industrial structure from the perspective of carbon quota allocation. Firstly, the grandfather allocation method is used to initially allocate the carbon quotas of Tianjin's industrial sub-sectors in 2030. The DEA-BBC is used to measure the carbon emission efficiency under the initial quotas, and the zero-sum gain (ZSG)-DEA is used for redistribution. According to the adjustment of carbon quotas and tax contributions, the industry types are divided. According to the division results, Tianjin's industrial structure optimization suggestions are proposed.
