Assessing Groundwater Market Readiness: Institutional Gaps and Stakeholder Divides in Iran

Abstract:
Groundwater depletion is an important issue in many parts of the world. Groundwater depletion is particularly prevalent in arid areas of the world. Though market-based measures are known to increase allocative efficiency in water markets, their application is dependent upon institutional preparedness and stakeholder consensus. This research assesses pre-implementation hurdles to the formalization of groundwater trading in Iran's heavily over-exploited Boshruyeh Plain through an integrated empirical design combining quantitized farmer narratives, expert survey metrics across 109 stakeholders, and hydrogeological overdraft baselines. The level of infrastructural preparedness was statistically shown to be inadequate in the region. Additionally, water availability in the region experienced significant fluctuations (40% water deficiency against 30% water surplus), leading to an active informal water market. Spearman correlations showed empirical evidence of theory in action; however, the results also showed an important policy disconnect between experts and farmers in the region. Experts in the region consider water trading to be dependent upon social acceptability and monitoring, whereas farmers in the region consider technical and legal hurdles to water trading to be important (an institutional blind spot). The results of the K-Means clustering analysis showed three different expert types, "Pessimists," "Optimists," and "Proponents," which again highlight the high variability of the governing body. The successful transition of the water management system will require the integration of two essential infrastructures: robust monitoring systems, which are a prerequisite for trust-building, and flexible legislative systems, which are essential for systematically harmonizing the diverse stakeholder interests. The success of a sustainable groundwater management is based on the optimization of the balance between institutional coherence and market efficiency. This conclusion provides a critical policy implication of general relevance to other arid hydrogeological systems: the establishment of both technological and legal trust is a non-negotiable prerequisite for the transition from informal to formal water markets.
