Occupational context as a moderator of leadership, safety climate, and operational safety behavior

Introduction:
A central challenge in high-risk organizations lies in understanding why safety and reliability vary across units that share the same rules, procedures, and mission. Whereas leadership and safety climate are established predictors of safety behavior, less is known about how occupational groups shape the interpretation of leadership signals and the enactment of operational safety behaviors. This study addresses that gap by testing a conceptual model in which leadership, safety climate, job stress, and resilience predict adherence to Standard Shipboard Operating Procedures (SSOP), a measure of routine safety-related behaviors aboard ship, with occupational category modeled as both a contextual source of variance and a moderator of selected relationships.
Methods:
Guided by job demands-resources and high-reliability organizing frameworks, multilevel models test hypotheses linking leadership, climate, stress, resilience, and occupation to SSOP and, at the ship level, to verified mishap outcomes. Random-intercept regressions estimate individual-level associations with ship clustering, and ship-level negative binomial models analyze mishap counts with exposure adjusted for crew size.
Results:
Safety climate, transformational leadership, and resilience are positively associated with SSOP, whereas job stress is negatively associated with SSOP. Ship-level analyses serve as conservative criterion-validity tests: aggregated SSOP correspond directionally with lower mishap incidence when exposure is modeled, although fully adjusted estimates are imprecise. Occupational category explains more variance in SSOP than paygrade or department and moderates selected leadership and climate associations, indicating that communities of expertise shape how leadership influence translates into procedural safety.
Conclusions:
Occupational category appears to function as a meso-level context for procedural safety within a common organizational system. The findings support occupation-sensitive leadership and safety interventions, while also indicating that stronger causal claims require longitudinal or experimental designs.
