Exploring Workplace Spirituality in Public Administration: A Systematic Review

Workplace spirituality (WPS) in public administration refers to the application of spiritual values in the workplace that enable public administration employees to find meaning in their work, foster a sense of community, and align personal values with organizational goals. This systematic literature review aims to synthesize the role of the WPS in enhancing public service motivation, psychological well-being, organizational commitment, and pro-environmental behavior among public administration employees globally. Using the PRISMA 2020 framework, a comprehensive literature search of the Web of Science database identified 12 articles for in-depth analysis, revealing that WPS contributes positively to strengthening employees' resilience in facing bureaucratic pressures by providing psychological resources such as meaningful work, a sense of connectedness, and value alignment with organizational missions. WPS is predominantly utilized as a predictor variable, reflecting its role as a critical internal resource influencing various psychosocial outcomes in the public administration, with research conducted primarily in highly religious countries such as Indonesia, Pakistan, and Malaysia, whereas studies remain limited in secular-oriented countries such as the United States and China. This review provides valuable insights for the development of evidence-based human resource management policies by demonstrating the potential of integrating WPS to sustainably enhance employee well-being and organizational effectiveness in the public administration, while future longitudinal and experimental research to strengthen causal evidence across diverse public administration contexts is recommended.
