The Trump Administration's Recent Policy Proposals Regarding Artificial Intelligence
1Harvard TH Chan School of Public Health, Boston.
Abstract:
AbstractOn July 23, 2025, the Trump administration released a sweeping set of executive orders (EOs) and policy documents on AI in the United States. Although these pronouncements make only occasional explicit reference to health care, they could have important direct and indirect implications for health research and care in the United States and around the world. One EO requires the federal government to avoid using and acquiring "woke AI" that promotes diversity, equity, and inclusion. A 28-page action plan published by the administration declares that the United States is engaged in an international struggle for dominance in AI, promotes research and innovation in AI generally, and discourages regulation, singling out health care as a field in which regulation is inhibiting innovation. Taken together, the administration's pronouncement raises the prospect of both enhanced benefits and risks from health-related AI: greater innovation and faster deployment, but also concerns about whether new health products will reflect the diversity of the populations to which they will be applied, and whether reduced premarketing evaluation will undermine clinicians' and patients' trust in innovative health AI products.
