Abstract:
This review explored the historical evolution of Ethiopia's Health Officer training from 1954 to the present, emphasizing key milestones, challenges, and reforms. Utilizing a systematic document review aligned with PRISMA guidelines, the study synthesized data from national policies, academic archives, international reports, and professional association documents spanning over seven decades. The findings revealed that the program originated in 1954 through international collaboration, primarily focusing on rural health delivery via a "health team" approach. Subsequent periods saw shifts toward community health worker training, with Jimma University playing a pivotal role in the 1980s. The post-1991 reforms reintroduced and expanded the program, leading to curriculum updates, new degree pathways, and specialization options. Despite these developments, persistent issues, such as mentorship shortages, workforce retention, and urban-rural disparities remain. The program has shown resilience, evolving into a comprehensive training system for clinical and public health practitioners. Future efforts should focus on addressing workforce distribution and retention to ensure sustainable health service delivery across Ethiopia.
