    Background:

    • Accurate estimation of enrollment penetration is crucial for Health Maintenance Organization (HMO) planning and development.

    • To develop and evaluate a multivariate linear statistical model for estimating employee group enrollment penetration in HMOs.
    • To provide a simplified yet statistically robust method for penetration rate estimation.

    • A heuristic process was used to initially estimate penetration rates for 83 employee groups.
    • A multivariate linear statistical model was developed and its parameters estimated using the heuristic data.
