Abstract:
The HSA network could play more than a regulatory role in the health care industry, according to Higgins and Bruhn. Health promotion activities should become a major focus for the HSA's role in positive change and preventive care activities. As a counterpoint to Higgins's and Bruhn's article, Mott asserts that while health promotion is a worthy issue, it cannot replace the issue of cost containment in the HSA's view.
