Managing Medicaid. Impending change produces many questions, few answers

There is a widely held belief that big trouble often starts with a simple declaration: "Now here's what we'll do." It's a variation of the one about hell and good intentions. During the most recent session of the Texas Legislature, lawmakers decided that what they would do is authorize the conversion of the state's Medicaid program to managed care. Otherwise, Texas faced a projected shortfall of up to $2 billion in state funds over the next biennium for the program that provides health care for about 2 million low-income Texans a month.
