Healthy People 2000 outlines a vision for attaining improved health care for all Americans. This vision is based on the belief that all people should have opportunities to attain adequate health care. For this to be a realistic goal, health service must move from traditional settings such as hospitals, clinics, and outpatient departments to neighborhood centers, schools, churches, workplace environments and homes. But as the settings become redefined, the populations needing the care must be better understood.
