Background:

Healthcare systems face challenges related to service structure and development.
The shift from a three-tier to a two-tier care system (primary and specialized care) influences healthcare delivery.
Understanding these structural changes is crucial for analyzing current healthcare issues.

Purpose of the Study:

To analyze the impact of healthcare service structure on patient care.
To evaluate the importance of primary and specialized care integration in neurological services.
To identify factors contributing to delays in healthcare services.

Main Methods:

An aleatoric study was conducted on patients attending a neurological service in 1992 and 1993.

Two sample groups (921 and 849 patients) were formed from interconsultatory requests.

Data collected included patient background, referring practitioner, diagnosis, and complementary tests used.

Main Results:

Approximately 20% of patients referred to the neurological service showed no neurological pathology.
A small number of practitioners (six) accounted for about 20% of all patient referrals.
The number of complementary tests used was less than half the number of patients studied.

Conclusions:
