Getting key players to work together and defending against diversion--Oregon

In this report, the author, Executive Vice President of the American Cancer Society in Oregon, reviews the key factors in the crafting of the coalition leading to passage of a tobacco tax in Oregon. Mr. North also emphasizes the importance of institutionalizing the coalition after passage to provide the required leadership for future efforts.
