Las políticas neoliberales brasileñas desde la década de 1990 han transformado los centros de producción informales en modelos de autoemprendimiento. Esta estrategia reduce los costes y aumenta la competitividad al ofrecer puestos de trabajo formales escasos en los territorios periféricos.

Objetivo del estudio:

  • Analizar la relación entre el trabajo y el territorio bajo la influencia del Estado.
  • Explorar cómo los centros de producción informales se integran en la lógica capitalista a través de políticas neoliberales.
  • Examinar el papel del Estado en la configuración de los territorios de trabajo.

Principales métodos:

  • Estudios de caso empíricos de dos territorios periféricos distintos.
  • Visitas exploratorias a ciudades y talleres de producción (2017-2019, actualizado en 2024).
  • Entrevistas con propietarios y trabajadores de centros de producción informales.

Principales resultados:

  • Los centros de producción informales se reestructuran como autoemprendimiento individual, lo que reduce los costos y aumenta la competitividad nacional.
  • Las políticas estatales tienen como objetivo reducir los costos laborales y atraer a las empresas a través de redes de externalización.
  • Las ofertas formales de empleo en regiones con escaso empleo se presentan como un incentivo importante, a pesar de la precariedad.

Conclusiones:

  • El estado moldea activamente los territorios de trabajo a través de la regulación, la promoción o la exclusión.
  • La intervención en territorios precarios se percibe positivamente debido al aumento de las oportunidades de empleo y de ingresos.
  • Esta integración refleja dinámicas sociopolíticas y culturales que incluyen a los territorios dentro de la lógica de la acumulación de capital.
