Abstract:
The proposed voucher system may increase access; encourage the payer, the patient, and the provider to share responsibility for health; focus the patient's attention on the costs of treatment; and still provide the basic benefits needed to promote wellness and treat the sick. Because this system promises to fulfill four of the key principles of a just national health care system proposed by the NLCHC, it offers the further advantage of serving as a demonstration project for one approach to a national health care system. It may be time to undertake such a demonstration.
