"The large cities of Switzerland have lost population for the last twenty to thirty years. Now it appears that the number of employers and jobs may also start to stagnate, or even decline. At the present time the large Swiss cities have a population with an unbalanced demographic and economic structure.... It is important that the cities remember that their inhabitants are part of the tax base and try to achieve a population structure that will not burden them in the effort to compete in a changing economic environment.
