Interpreting kappa in observational research: baserate matters.

Kappa statistic (Cohen, 1960) is a common measure for observer accuracy. Setting a single kappa value as a minimum acceptable standard is not recommended; instead, use the true baserate and obtained kappa to estimate accuracy.
