Abstract:
Gridlock in the political process makes comprehensive health insurance for the uninsured an unlikely prospect in the near future. While the debate continues, we should provide basic primary care services to all uninsured Americans. Primary care is the most economical safety net we can offer our citizens. By prepaying participating physicians, we could provide this needed care at a cost the nation could afford and with excellent prospects for controlling expenditures over time.
