Summary

Newborn screening has expanded from one disorder to panels of many, including twenty-nine core and twenty-five secondary conditions. Current policy decisions for these expanded newborn screening tests appear less rigorous than for other preventive health services.

Initial programs focused on a single, rare disorder.
Technological advancements have enabled expanded screening panels.

Purpose of the Study:

To evaluate the decision-making process for newborn screening policy.
To compare current newborn screening policy standards with those for other preventive health services.

Main Methods:

Review of historical newborn screening practices.
Analysis of current federal recommendations for screening panels.
Comparison of policy adoption standards.

Main Results:

Newborn screening has expanded to panels testing for numerous core and secondary disorders.
A federally sponsored expert group recommends screening for 29 core and 25 secondary disorders.
The decision-making process for newborn screening policy is less stringent than for other preventive health services.

Conclusions:

The expansion of newborn screening tests has outpaced rigorous policy evaluation.
Current standards for implementing new preventive health services are not consistently applied to newborn screening.
There is a need for more robust policy frameworks governing newborn screening expansion.
