Oregon convened a committee to develop patient-centered medical home (PCMH) measures. This process successfully created a shared framework, demonstrating public engagement can advance PCMH policy.
Area of Science:
- Health Services Research
- Healthcare Policy
- Primary Care Transformation
Background:
- The patient-centered medical home (PCMH) is a key strategy for improving health outcomes and reducing costs.
- Numerous operational measures for PCMH have emerged, necessitating a standardized approach.
- Oregon convened a legislatively mandated committee to address this need.
Purpose of the Study:
- To report on the process, outcomes, and lessons learned from Oregon's PCMH advisory committee.
- To develop a consensus-based measurement framework for PCMH.
- To inform the implementation of a statewide PCMH program.
Main Methods:
- A public, legislatively mandated committee was convened by the Oregon Department of Human Services.
- The committee held 7 public meetings between October 2009 and February 2010.
- Diverse stakeholders, including primary care physicians, were engaged in the process.
Main Results:
- A PCMH measurement framework was developed, comprising 6 core attributes, 15 standards, and 27 measures.
- Key successes included defining PCMH attributes in patient-centered language and achieving stakeholder consensus.
- The developed framework was adopted for Oregon's PCMH program implementation.
Conclusions:
- Oregon's PCMH advisory committee successfully engaged stakeholders to create a shared measurement framework.
- The process addressed stakeholder concerns and facilitated PCMH policy advancement.
- This experience highlights the effectiveness of brief public processes in achieving consensus on healthcare models.
