Sexually transmitted disease (STD) programs increasingly use geographic information systems (GIS) for data analysis. However, challenges remain in training, staffing, and ensuring data confidentiality for effective spatial data utilization.
Area of Science:
- Public Health
- Epidemiology
- Geographic Information Systems
Background:
- Technological advancements, including Geographic Information Systems (GIS), enhance the capacity of Sexually Transmitted Disease (STD) programs for data analysis and visualization.
- These advancements also introduce new considerations regarding data confidentiality.
Purpose of the Study:
- To survey STD programs regarding their use of GIS.
- To understand current data confidentiality practices within STD programs utilizing GIS.
Main Methods:
- A web-based survey was distributed to STD program directors via the National Coalition of STD Directors in November 2004.
- The survey comprised 8 to 22 questions, tailored to each program's GIS capacity, with responses accepted until April 15, 2005.
Main Results:
- 85% of 65 funded STD programs responded; 58% used GIS and 54% used geocoding.
- Barriers for non-GIS users included lack of training and staff. Mapping, spatial analysis, and intervention targeting were key uses of geocoding.
- Most programs (82%) addressed GIS data confidentiality informally, with 56% using a variation of the 'Rule of 5' for statistical disclosure.
Conclusions:
- STD programs are increasingly adopting GIS, but face hurdles in implementation and confidentiality protection.
- Formalized guidance on data confidentiality and increased access to GIS software and training are needed to optimize spatial data use.
