This study introduces a low-complexity algorithm for maximizing energy efficiency (EE) in cloud radio access networks (C-RANs) with limited fronthaul capacity. The proposed Two-Layer Decentralized (TLD) algorithm achieves near-optimal EE, outperforming spectral efficiency maximization methods.
