Background:

The Americans with Disabilities Act (ADA) mandates equal healthcare access for individuals with disabilities.
Previous research suggests the ADA has had limited success in transforming healthcare delivery systems.

Purpose of the Study:

To investigate current healthcare access barriers for people with disabilities under the ADA.
To analyze the impact of healthcare reform on disability access to care.

Main Methods:

A mixed-methods, multiphase design was employed.
Phase one involved surveys and focus groups with individuals with disabilities.
Phase two included key informant interviews with stakeholders responsible for ensuring equal access.

Main Results:

Despite healthcare reform, significant barriers to healthcare access persist for people with disabilities under the ADA.
The Patient Protection and Affordable Care Act (ACA) appears to reinforce ADA mandates for healthcare access.

Conclusions:

Findings support a thorough review of national standards for accessible healthcare.
Enhanced enforcement of anti-discrimination laws based on disability is recommended.
