  • To present eHealth indicators for cross-institutional patient data availability across 14 countries.
  • To compare these indicators with existing eHealth benchmarks and track changes since 2017.
  • To define "availability of patient data" as the ability to access and add to patient records.

Main Methods:

  • Data collected from experts in 14 countries (Argentina, Australia, Austria, Finland, Germany, Hong Kong, Israel, Japan, Jordan, Kenya, South Korea, Sweden, Turkey, United States) as of August 1, 2019.
  • Sixty items aggregated into six distinct eHealth indicators.
  • Cross-institutional availability of patient data was assessed for healthcare professionals, patients, and caregivers.

Main Results:

  • Significant variation in patient-related information availability across countries.
  • Full access to the most relevant cross-institutional health record data for healthcare professionals achieved in only four countries.
  • Full access for patients and caregivers to their health records occurred in two countries, with full data addition capability in only one.
  • Finland demonstrated the highest performance across eHealth indicators, followed by South Korea, Japan, and Sweden.

Conclusions:

  • eHealth advancement is influenced by healthcare organization, national policies, privacy laws, and financing, leading to slow indicator improvements.
  • Despite challenges, some countries showed improvement in specific eHealth indicators between 2017 and 2019.
  • Future improvements in cross-institutional patient data availability are anticipated.
