Area of Science:

  • Environmental Science
  • Public Policy
  • Risk Management

Background:

  • Comparative risk regulation stringency impacts public health, environment, and trade.
  • Previous studies often used qualitative methods, focusing on US-Europe comparisons.

Purpose of the Study:

  • To quantitatively compare the stringency of federal/central level environmental risk regulations in the United States and China.
  • To analyze patterns of regulatory stringency across different environmental risks.

Main Methods:

  • Employed a quantitative evidential reasoning approach.
  • Analyzed written rules for 45 randomly selected environmental risks in the US and China.

Main Results:

  • On average, US environmental risk regulations were more stringent than China's.
  • Regulatory stringency was selective: US was stricter on toxic chemicals and air pollutants, while China was stricter on agricultural risks.
  • Nuanced differences observed within sectors and specific risk aspects.

Conclusions:

  • Findings contribute to understanding comparative environmental risk regulation between the US and China.
  • Highlights the selective nature of regulatory stringency and the need to consider implementation alongside written rules.
