Current methods for defining health capabilities lack a systemic view and struggle with scenario diversity and gap identification.

Purpose of the Study:

To propose a novel framework for identifying, structuring, and planning health capabilities.
To enhance preparedness and response strategies for health security systems facing multiple threats.

Development of a new framework for health capability identification and structuring.
Application of the framework to a scenario involving COVID-19, Ebola, and Influenza outbreaks.
