Background:

Evidence-informed policy-making (EIPM) relies on individual and organizational capacities.
Identifying core competencies for EIPM is crucial for developing targeted training and support.

Purpose of the Study:

To identify key knowledge, skills, and attitudes for EIPM.
To differentiate these competencies across professional profiles: researchers, health professionals, decision-makers, and citizens.

Main Methods:

A rapid umbrella review methodology was employed.
Searches were conducted in BVSalud and PubMed for review studies published since 2010.
Meta-aggregative narrative synthesis was used to analyze findings.

Main Results:

Ten relevant reviews were included in the synthesis.
A total of 37 competency elements were identified: 8 knowledge, 19 skills, and 10 attitudes.
Competency profiles were developed for each professional group, highlighting distinct EIPM requirements.

Conclusions:

EIPM necessitates the cultivation of both individual and organizational capacities.
The identified competency profiles can inform the institutionalization of EIPM in health systems.
These profiles aid in assessing current capacity and guiding future EIPM development efforts.
