  • To provide a tool for service improvement, user assessment, and informed decision-making in online healthcare.

  • Combined existing scales, literature analysis, and expert consultation.
  • Utilized the Delphi method and Analytic Hierarchy Process (AHP) with 14 experts.
  • Developed a multi-level indicator system through expert consensus and weighting.

  • Achieved high expert response rates (100% and 92.86%) and strong expert authority (Cr=0.89, 0.88).
  • Established a final system with 3 primary, 10 secondary, and 32 tertiary indicators.
  • Identified 'Joint Decision-Making between Doctors and Patients' (0.6232) as the most critical factor, followed by 'Patient Responsiveness' (0.2395) and 'Interpersonal Relationship' (0.1373).

  • A validated scientific scale for e-consultation quality has been developed.

  • Provides practical guidance for optimizing 'Internet + medical health' services and improving patient-centered care.
