Summary

Background:

The aging prison population and rising healthcare costs necessitate efficient release mechanisms.
Compassionate release for terminally ill and disabled individuals is an underutilized option, particularly in Louisiana, which has the highest incarceration rate.
The current system faces challenges in facilitating compassionate release.

Purpose of the Study:

To evaluate the effectiveness of utilizing community physicians to increase compassionate release rates.
To analyze the outcomes of a collaborative, multidisciplinary approach to compassionate release in Louisiana.

Main Methods:

A retrospective analysis of patients referred for compassionate release between August 1, 2022, and December 31, 2023.
Collaboration between healthcare providers, attorneys, and state health and corrections departments.
Review of patient eligibility, underlying conditions, and release outcomes.

Main Results:

Eighteen patients were eligible for compassionate release during the study period, with most aged 56-75.
Four patients were released, eight died in custody, and six remained incarcerated.
The study highlights disparities in release rates despite eligibility.

Conclusions:

A coordinated, multidisciplinary approach involving community physicians can positively impact compassionate release rates.
Further efforts are needed to address barriers and improve the utilization of compassionate release for eligible incarcerated individuals.
This model demonstrates potential for improving end-of-life care and reducing incarceration burdens.
