- The smoke-free zone policy in Kendari is not effectively implemented due to structural, cultural, and economic factors.
- Weak enforcement, limited signage, and insufficient policy dissemination hinder public adherence.
- Strengthened policy enforcement and public awareness campaigns are critical for improving compliance.
