Abstract:
China's resource-based cities (RBC) face growing sustainability challenges due to resource depletion, environmental degradation, and path-dependent industrial structures. In response, digital governance construction (DGC) has emerged as an effective institutional approach to support sustainability transitions. This study uses panel data from 113 RBC in China from 2005 to 2022 and employs the difference-in-differences (DID) approach to examine the effect of DGC on the sustainable development of resource-based cities (SDRBC). The results show that, first, DGC significantly promotes SDRBC, and this finding remains robust across various empirical tests. Second, the effect is stronger in central regions, in cities with relatively sound institutional environments, and at the maturity stage. Finally, DGC promotes SDRBC mainly through technological innovation and industrial upgrading.
