Development and validation of the Japanese version of Community-Based Rehabilitation Indicators

Purpose:
The World Health Organization developed Community-Based Rehabilitation Indicators (CBR-Is) to assess the global impact of CBR activities. This study aimed to develop and validate a Japanese version of CBR-Is (J-CBR-Is) for standardized CBR evaluation in Japan.
Methods:
A cross-sectional online survey was conducted among 753 Japanese adults, including 353 individuals with official disability certificates. The original CBR-Is were translated following international guidelines to ensure linguistic and cultural equivalence. Reliability was assessed using Cronbach's alpha and the intraclass correlation coefficient (ICC). Construct validity was evaluated through convergent validity with subjective well-being (SWB) and known-groups validity by comparing J-CBR-Is scores between individuals with and without disabilities.
Results:
The J-CBR-Is showed strong internal consistency (α = 0.786) and high test-retest reliability (ICC = 0.883). A moderate positive correlation with SWB (r = 0.466, p < 0.001) supported convergent validity. Individuals with disabilities scored higher on the J-CBR-Is across all domains compared to those without disabilities.
Conclusion:
The J-CBR-Is are reliable and valid tools for assessing CBR activities in Japan. They provide a culturally adapted framework for monitoring social inclusion and quality of life among individuals with disabilities, supporting international comparisons and community development aligned with global disability inclusion goals.
