Abstract:
The escalating volume of construction and demolition waste (CDW) worldwide poses critical challenges to environmental safety and public health. While existing literature has addressed CDW management, a systematic comparison of the effectiveness, limitations, and trade-offs between international regulatory frameworks and component-specific recycling technologies remains underrepresented. To address this disadvantage, this review introduces a novel dual-analysis framework that concurrently examines technological pathways and policy mechanisms. We begin by synthesizing the environmental impacts of CDW across soil, water, and air compartments, highlighting the urgency of advancing resource-oriented solutions. The study further conducts a parallel assessment of resource recovery technologies for major CDW streams, evaluating their maturity, performance, and application barriers, alongside an analysis of regulatory regimes in leading economies, revealing critical disparities between policy intent and practical implementation. Ultimately, this analysis identifies key bottlenecks spanning technical, economic, and governance dimensions, and concludes with integrated recommendations to inform future research, policy formulation, and sustainable management strategies for CDW.
