Background:

  • Emergency Medical Teams (EMTs) provide critical care during disasters.
  • The World Health Organization has standards for EMTs, but lacks a unified evaluation framework for deployments.

Purpose of the Study:

  • To develop a standardized evaluation framework for EMT deployments.
  • To establish a common set of criteria for assessing EMT performance.

Main Methods:

  • A modified Delphi method was used with key stakeholders (EMT members, researchers, funders, government representatives, host organizations).
  • Participants rated evaluation themes and questions using a four-point Likert scale.
  • Consensus was defined as 75% agreement on suitability.

Main Results:

  • Two Delphi rounds involved 15-16 participants.
  • Consensus was reached on all 23 themes and 162 of 165 questions (98%).
  • 17 themes and 55 questions achieved 100% consensus.

Conclusions:

  • A preliminary structure for EMT deployment evaluation was proposed based on consensus findings.
  • This structure can inform the design of a standardized evaluation framework.
  • Further refinement through testing and consultation is recommended.
