EV-ready building codes and electric vehicle adoption

Abstract:
EV-integrated building codes are an innovative tool that local governments can use to promote electric vehicle (EV) adoption. Despite their growing use, evidence on their effectiveness remains limited. In this study, we analyze EV registration data from Maryland from 1999 to 2024 to evaluate the impact of local EV-ready building codes on EV adoption. Using a synthetic difference-in-differences design, we find that EV-ready policies increase EV adoption by 0.25 vehicles per census block on average, primarily driven by battery electric vehicles. Our analysis of distributional effects shows that the benefits are concentrated in higher-income communities and areas with a greater share of single-family homes. These findings suggest that while EV-ready building codes effectively support EV adoption, complementary measures are needed to promote more inclusive adoption.
