Whilst it should be self-evident that the purpose of health technology is to benefit patients, the overall holistic system impact is frequently overlooked. Digital policy decision-making is often based on a narrow view without considering the overall ecosystem, and may also lack a full range of underpinning evidence. Technologies are many, varied, and evolving, but their role must empower care for people by people. This paper discusses the set of dimensions and issues involved in ensuring digital applications safely enable quality care.
