The study presents conceptual approach to definition of medical determinant of public health and to identification of its components. The core principles of Strategy counteracting risks of public health losses associated with this determinant are also discussed. In April-May 2024 the carried out small-scale quantitative interventional sociological survey of 227 public health and health care experts. On the base of survey data list of factors of medical determinant of health was compiled/ The experts evaluated significance level of each factor. The medical determinant of public health is a set of internal factors of health care system depending on its subjects and facilities. These factors determine efficiency of health care system and affect public health losses. The negative cumulative effect of these factors deteriorates public health whereas positive one improves it. Consequently necessity of developing national strategy in Russia to counteract corresponding risks is emphasized. The components of medical determinant of public health are determined. The importance of development in Russia National Strategy counteracting risks of public health losses associated with this determinant is accepted.
