Abstract:
In this article we discuss a management construct, called Measures of Effectiveness (MOEs), used by executive leadership at the National Naval Medical Center in its performance of its oversight functions. Three case studies are presented illustrating the usefulness of MOEs for planning, for performance measurement, and for making determinations regarding initiation of formal quality improvement efforts.
