The choice is ours

Unlike their colleagues in all the other states, CSMS physicians are uniquely well positioned for the health care "reform" measures that may be coming down the pike from Washington and/or Hartford, thanks to their proactive organization of the state's only statewide IPA and HMO, CSMS-IPA and M.D. Health Plan. Now in the sixth year of operation, the former has grown to some 3,500 physicians, and the latter to some 75,000 enrollees. Fortunately, the greater than budgeted utilization experienced earlier in 1992 has begun to resolve, and the withhold will be returned to 20% in January 1993. But to assure future security, the organizations have determined that such swings in utilization must be made less likely and less severe by individual physicians being informed at the local level where they stand with respect to preestablished clinical norms and to the performance of their peers.
