[Mental health act. Basic problems and introduction into practice]

The author presents three main goals of the Act: promotion of mental health and prevention of mental disturbances, providing the persons suffering from mental disturbances with comprehensive, commonly available health care and other forms of health care and other forms of help, as well as protection of human rights of persons with mental disturbances through reinforcement of observance of the hitherto binding laws and ensuring the rights of patients submitted to compulsory treatment.
